Paris says financial aid, training, and equipment for Haiti’s police and armed forces aim to restore security as gangs expand control.

France has reiterated its support for restoring security in Haiti, emphasizing financial assistance, training programs, and material support for the country’s national security forces as violence linked to armed gangs continues to worsen.
In a statement shared by the French Embassy in Haiti, French authorities said Paris is backing the reestablishment of security through direct financial support to the Force de Réaction Gouvernementale (FRG), while also accompanying the necessary strengthening—both in numbers and operational capacity—of Haiti’s national security forces. These include the Haitian National Police (PNH) and the Armed Forces of Haiti (FADH).
According to the embassy, France’s assistance focuses on continuous training initiatives, donations of appropriate equipment, and logistical support designed to improve the operational effectiveness of Haitian forces. French officials argue that reinforcing institutional capacity is a key condition for confronting organized criminal groups and stabilizing the country.
The announcement follows a televised interview with Antoine Michon, France’s ambassador to Haiti, who addressed the worsening security crisis on French media. During the interview, Michon acknowledged the scale of gang violence engulfing large parts of the country and reaffirmed France’s commitment to supporting Haitian-led security efforts rather than direct military intervention.
Haiti has faced a sharp deterioration in public safety over the past several years, with armed gangs expanding territorial control, paralyzing economic activity, and displacing thousands of residents, particularly in and around Port-au-Prince. While international partners have pledged various forms of assistance, Haitian authorities and civil society actors continue to debate the effectiveness, transparency, and long-term impact of foreign-backed security strategies.
France’s latest statement positions its role as one of support and capacity-building, stressing that Haitian institutions must remain at the center of any sustainable security solution.
