Russia has formally rejected a new 20-point peace framework promoted by U.S. President Donald Trump and supported by European allies, dealing a major setback to international efforts aimed at ending the nearly four-year war in Ukraine. The Kremlin condemned the proposal as unacceptable, singling out provisions that would allow European peacekeeping forces to deploy inside Ukraine as a “dangerous escalation.”
The rejection follows a high-level summit in Paris, where Ukrainian officials and Western partners attempted to refine an earlier U.S. proposal that had faced criticism from Moscow. Russian officials responded forcefully, branding the participating nations an “axis of war” and warning that any foreign military units stationed on Ukrainian territory would be treated as “legitimate targets.”
Moscow’s stance remains unchanged despite President Trump’s recent shuttle diplomacy, which sought to bridge the widening gap between Russia and Ukraine. Russian authorities have shown no willingness to compromise, reiterating long-standing demands related to territory and security.
At the center of the dispute is control over occupied regions. Russia continues to demand full sovereignty over parts of eastern Ukraine, including the Donbas, as well as authority over the Zaporizhzhia nuclear power plant. While the proposed peace framework includes joint management of critical infrastructure, the Kremlin insists these areas are now integral parts of the Russian Federation.
The diplomatic impasse comes amid continued Russian strikes on Ukraine’s energy infrastructure. Recent attacks have plunged hundreds of thousands of civilians into darkness during freezing winter temperatures, intensifying the humanitarian crisis. Ukrainian President Volodymyr Zelenskyy has stated that the ongoing assaults demonstrate Moscow’s lack of genuine interest in pursuing a peaceful resolution.
Despite Russia’s rejection, the U.S. administration says it remains committed to its broader security strategy for Ukraine. Officials have indicated that a bilateral security agreement between Washington and Kyiv is “essentially ready” for finalization. Analysts caution, however, that without Russia’s consent to a ceasefire, prospects for a lasting peace remain slim as 2026 begins.
