State and city officials challenge DHS operations, alleging unconstitutional practices and excessive use of force by federal agents.

Illinois Attorney General Kwame Raoul, joined by the City of Chicago, has filed a lawsuit against the Trump administration over federal law enforcement operations conducted within the state. The legal action challenges the scope and conduct of Department of Homeland Security agencies, including Immigration and Customs Enforcement and U.S. Customs and Border Protection.
According to the complaint, federal agents engaged in practices that state and city officials describe as unlawful and dangerous. Allegations include warrantless arrests, unauthorized entry onto private property, and the use of excessive force without warning. Plaintiffs argue that these actions violate constitutional protections and undermine state authority.
The lawsuit contends that the federal enforcement surge was implemented without coordination with Illinois or local officials and created heightened risks for residents. State leaders assert that the operations exceeded federal authority and failed to respect established legal limits on law enforcement conduct.
Illinois and Chicago are asking the court to halt DHS enforcement activities within the state, declare the federal surge unconstitutional, and prohibit the use of excessive force by federal agents. The case also seeks judicial oversight to prevent similar operations in the future.
Federal authorities have not publicly responded to the lawsuit. Legal experts expect the case to test the boundaries of federal power, immigration enforcement authority, and the balance between state sovereignty and executive action.
The filing adds to a broader national debate over immigration enforcement tactics and the role of states in challenging federal policy through the courts.
