Port-au-Prince — The Haitian government on Tuesday reaffirmed its commitment to restoring public order and strengthening state authority nationwide, describing security as a non-negotiable priority for political stability, economic recovery, and the return to democratic life.
Speaking at the 35th edition of Tuesdays of the Nation, the Secretary of State for Public Security, Mario Andrésol, said the government led by Prime Minister Alix Didier Fils-Aimé is pursuing a structured, sustainable, and irreversible campaign against insecurity in all its forms.
Andrésol highlighted a strategic cooperation framework signed in late July 2025 between the Ministry of Justice and Public Safety and the United Nations Development Programme (UNDP). He stressed that the agreement is designed to build sovereign capacity within the Haitian state rather than replace national mechanisms.
According to the Secretary of State, the cooperation framework is organized around five complementary pillars: strengthening governance and strategic leadership of public security; consolidating the legal and normative foundations of the security sector; supporting state mechanisms for strategic planning and decision-making; enhancing community resilience to criminal and non-criminal threats; and intensifying efforts against transnational organized crime while promoting inclusive and fair security practices.
The stated objective is to support the state’s gradual and methodical reassertion of territorial control, particularly in the West, Artibonite, and Central departments, which remain heavily affected by armed gang activity.
To implement the strategy, the Office of the Secretary of State for Public Security is working with national and international experts in coordination with state institutions and UNDP. Officials say the approach aims to bolster operational effectiveness, institutional strength, and decision-making capacity—key elements for long-term stability and citizen protection.
“The Government of the Republic reaffirms that security is neither negotiable nor optional,” Andrésol said. “It is a fundamental right of the Haitian people and a sovereign responsibility of the state.”
