Discussions with Washington raise regional concerns as Guyana weighs potential role in U.S. migration enforcement strategy.

The Government of Guyana has confirmed that it is engaged in discussions with the United States regarding deportation cooperation, including the possibility of accepting third-country nationals removed from U.S. territory, according to regional media reports.
Officials familiar with the talks stated that the discussions are part of broader bilateral engagement on migration management, border control, and regional security. While no agreement has been finalized, Guyanese authorities acknowledged that proposals under review could involve Guyana temporarily receiving deportees who are not Guyanese citizens but who cannot be immediately returned to their countries of origin.
The potential arrangement has drawn attention across the Caribbean as the United States continues to seek expanded cooperation from regional partners amid rising migration pressures. Similar third-country deportation frameworks have been explored with other nations in the hemisphere as Washington works to manage removals and reduce backlogs within its immigration system.
Guyanese officials emphasized that any agreement would be subject to strict conditions, including legal safeguards, respect for national sovereignty, and an assessment of Guyana’s institutional capacity. Authorities also stressed that discussions remain preliminary and that no binding commitments have been made.
Human rights advocates and migration experts have raised concerns about the implications of third-country deportation agreements, warning that such arrangements may place disproportionate burdens on smaller states and raise questions about the treatment and legal protections of deportees.
Guyana, which has experienced rapid economic expansion driven by offshore oil production, has seen increased diplomatic engagement with the United States and other international partners in recent years. Officials indicated that further details would be disclosed should negotiations progress toward a formal agreement.
