EU-funded road project in the Northern Department underscores renewed commitment to development, connectivity, and national recovery

The Haitian State, in partnership with the European Union, officially launched construction of the Saint-Raphaël bypass road on Tuesday, marking a significant step toward modernizing national infrastructure and reinforcing territorial connectivity in the Northern Department.
The launch ceremony was led by the President of the Presidential Transitional Council (CPT), Laurent Saint-Cyr, alongside Prime Minister Alix Didier Fils-Aimé. The project, financed by the European Union, is designed to improve traffic flow, enhance road safety, and facilitate economic and social exchanges between regions.
The event brought together senior government officials, members of the Presidential Transitional Council, representatives of the Ministry of Public Works, Transport and Communications, and local authorities, including the Mayor of Saint-Raphaël and the Northern Departmental Delegate. Diplomatic representatives were also present, including the Ambassador of the European Union to Haiti and the Ambassadors of France and Spain. Representatives of V & F Construction, the firm responsible for executing the works, attended the ceremony.
According to government officials, the Saint-Raphaël bypass is a strategic infrastructure project aimed at supporting economic recovery and improving daily mobility for residents. The road is expected to reduce congestion in urban areas, secure transportation routes, and strengthen links between northern communities and national markets.
The project reflects the transitional authorities’ broader political vision centered on institutional stability, continuity of public action, and sustainable development. Officials emphasized that such initiatives are essential for restoring public confidence, attracting investment, and laying the groundwork for long-term growth.
The Government of Haiti also highlighted the European Union’s continued role as a key strategic partner, noting that the support of international allies such as France and Spain demonstrates sustained international solidarity with Haiti’s development priorities.
Through this initiative, the Presidential Transitional Council and the Government reaffirm their commitment to integrating development, governance, and security efforts, while preparing the conditions necessary for national stability and a return to constitutional and democratic order.
