Haiti’s Minister of Economy and Finance, Alfred Fils Métellus, has sounded the alarm over what he described as a worsening social emergency, as poverty, insecurity, and inequality continue to strain the country’s fragile economic and social fabric.

Speaking on the program Grands Rendez-vous Économiques, Métellus outlined the government’s intention to rely on fiscal policy and taxation as key instruments to strengthen social justice and provide support to Haiti’s most vulnerable populations. He acknowledged that persistent insecurity, combined with economic stagnation, has severely impacted living conditions across the country.

According to the minister, the Haitian state must improve its capacity to mobilize domestic resources in order to finance essential public services and social programs. He argued that a more equitable tax system could help reduce inequality while reinforcing the state’s ability to respond to urgent social needs.

Métellus emphasized that taxation should not be viewed solely as a revenue-generating mechanism, but as a tool for redistribution and social balance, provided it is implemented transparently and fairly. He also stressed the importance of aligning fiscal reforms with broader social policies to ensure that economic measures translate into tangible improvements for the population.

The minister warned that failure to address Haiti’s social crisis could further undermine national stability, noting that prolonged hardship risks deepening public mistrust and social fragmentation. While he outlined the government’s general policy direction, specific timelines and implementation details were not disclosed during the interview.

His remarks come at a time of heightened public concern over Haiti’s economic trajectory and the state’s ability to confront structural challenges amid ongoing security issues.
