Haiti: ULCC Reminds Former Officials to File Mandatory Exit Asset Declarations

Anti-corruption authority warns former CPT members and senior officials that failure to comply within 30 days may lead to legal action.

Haiti’s Unité de Lutte Contre la Corruption (ULCC) on Monday reminded former senior political officials, public directors, and cabinet members of their legal obligation to submit a declaration of exit assets within 30 days following the end of their mandate.

In an official informational notice, the ULCC emphasized that this requirement is grounded in Articles 2, 6, 7, and 14 of the February 12, 2008 law governing asset declarations and the fight against corruption. The institution specified that the declaration must be filed with the registry of the Civil Court in the declarant’s place of residence.

This reminder comes slightly more than 48 hours after the conclusion of the mandate of the nine members of the Transitional Presidential Council (CPT), who transferred executive authority to Prime Minister Alix Didier Fils-Aimé.

The ULCC stressed that the submission of an exit asset declaration is not optional but a binding legal obligation. Any failure to comply within the legally prescribed timeframe may expose former officials to judicial proceedings and sanctions provided for under Haitian law.

According to the anti-corruption body, the purpose of this measure is to reinforce transparency and accountability in public life by ensuring that assets acquired during the exercise of public office are clearly identified, documented, and subject to review. Former CPT members, along with other outgoing officials covered by the law, now have fewer than 30 days to fulfill this requirement.

The ULCC reaffirmed its commitment to enforcing anti-corruption legislation and called on all concerned officials to respect the law and contribute to strengthening public trust in state institutions.
