Electoral authorities highlight modernization efforts, international cooperation, and funding support ahead of upcoming elections.

The Haitian government has reiterated its commitment to accompanying and supporting the country’s electoral process, according to statements made Tuesday at the Primature during the 35th edition of Tuesdays of the Nation.
Speaking at the event, Joseph André Gracien Jean, Delegate Minister for Electoral and Constitutional Affairs, underscored the importance of the current electoral decree and calendar, describing them as modern frameworks designed to strengthen democratic participation. He noted that these measures allow for the decentralization of the Tabulation Center and promote greater inclusion of women in the electoral process, which he characterized as a significant advancement for democracy in Haiti.
The delegate minister also welcomed the recent signing of a cooperation protocol between Haiti’s Provisional Electoral Council (CEP) and Mexico’s National Electoral Institute (INE). The agreement focuses on key aspects of electoral administration, including capacity-building for election personnel, management and updating of the electoral register, and the use of technology to organize elections during periods of crisis.
As part of the state’s responsibility to support political actors, the government—through the Ministry of Justice and Public Safety—has launched a capacity-building program for political parties. According to the minister, the initiative has already reached 1,770 participants representing 240 political structures. He further announced the upcoming registration of political parties and the continued updating of the national electoral register.
In terms of financing, the government has established a dedicated support program for the electoral process. For the year 2025, the state mobilized US $82,969,223.90 to cover technical and modernization-related aspects of organizing general elections. The current available balance stands at US $41,595,683.04. These funds are managed by a steering committee composed of the President of the CEP, the Minister of Planning, and the United Nations Development Programme (UNDP) Representative in Haiti.
The government says these measures reflect its ongoing commitment to ensuring credible, inclusive, and well-organized elections as Haiti moves forward in its democratic transition.
