Indianapolis — House Bill 1099, a controversial measure aimed at restricting involvement of individuals and entities tied to designated “foreign adversaries” in state contracts, land ownership, and certain academic programs, cleared the Indiana House of Representatives in early February 2026 and has been referred to the Indiana Senate for further action. 

House Passage: On February 2, 2026, HB 1099 — officially titled the Foreign Adversaries bill — was passed by the Indiana House with a bipartisan majority. The vote on third reading showed strong support from the Republican majority and a notable number of Democrats. 

Senate Referral: Following its passage, legislative records indicate that HB 1099 was referred to the Senate Homeland Security and Transportation Committee for review and debate. No further legislative action — such as committee vote, full Senate passage, or gubernatorial approval — has been reported yet. 

Bill Provisions: The legislation seeks to prohibit individuals and business entities associated with federally designated foreign adversary nations from acquiring real property in Indiana, impose state certification requirements for technology contracts, and impose enrollment conditions on certain foreign students at state educational institutions. 

Next Steps: With the 2026 legislative session scheduled to conclude by mid-March, the bill’s future will depend on committee hearings and potential revisions in the Indiana Senate before any final vote or gubernatorial action.
