The Indiana House of Representatives has passed House Bill 1343, legislation that would expand the authority of the governor to deploy the Indiana National Guard, including military police units, in support of law enforcement activities within local communities. The bill now moves to the Indiana Senate for consideration.
The measure sparked intense debate on the House floor. State Rep. Matt Pierce warned that the bill represents a significant shift in the balance of power between state government and local jurisdictions, describing it as the most concerning legislation he has encountered during his tenure. Pierce and other opponents argued that the proposal could weaken civilian oversight of policing and raise constitutional concerns.
HB 1343 was authored by Rep. Stephen Bartels, who defended the bill as a necessary update to state law. Bartels stated that clarifying the governor’s authority to deploy the National Guard domestically is “past due,” citing the need for faster and more coordinated responses to large-scale emergencies and security threats.
Critics of the bill emphasized that no formal requests were made by local governments or law enforcement agencies for such expanded authority. They also noted that municipal leaders and local entities were not consulted during the drafting process, despite the potential impact on community policing and local governance.
Supporters referenced past national security incidents, including the Boston Marathon bombing, as examples of situations in which additional state-level authority could be required. Opponents countered that the legislation could be applied beyond emergency scenarios, potentially allowing National Guard forces to engage in routine law enforcement functions.
Several lawmakers and advocacy groups further expressed concern that the bill could be used to support federal immigration enforcement initiatives associated with the Trump administration, raising questions about civil liberties, community trust, and the appropriate role of military forces within civilian populations.
With House approval secured, HB 1343 now heads to the Indiana Senate, where further debate and potential amendments are expected before any final action is taken.
