Haiti’s Prime Minister Alix Didier Fils-Aimé convened a multisectoral dialogue with community and civil society representatives to position security and social inclusion as core priorities of the government’s 2026 agenda, amid persistent national instability.
The meeting, held in Port-au-Prince in late December, brought together grassroots organizations and representatives of local social sectors to discuss daily security conditions, mobility constraints, and the exclusion of large segments of the population from public decision-making.
Haiti remains under a transitional governance framework following prolonged political instability and the absence of elected national leadership. Armed violence, particularly in and around Port-au-Prince, has significantly disrupted public services, economic activity, and prospects for organizing elections. Previous government statements have identified security restoration as a prerequisite for any credible political process, including the long-anticipated 2026 electoral timeline.
The Prime Minister signaled an intention to formally anchor social inclusion alongside security as parallel pillars of government action, framing community engagement not as consultative outreach alone but as an input into policy direction for 2026.
By elevating community organizations within official dialogue, the executive branch seeks to broaden its legitimacy and demonstrate responsiveness to non-state actors, while retaining centralized authority over security policy. Civil society gains limited agenda-setting influence, though operational control remains with state institutions and security partners.
The dialogue focused on insecurity in working-class neighborhoods, barriers to freedom of movement, and social exclusion. Discussions centered on conditions affecting everyday life rather than specific legislative or budgetary measures. No funding commitments or enforcement changes were announced during the session.
The Prime Minister’s office stated that security and social inclusion would be treated as “central priorities” for 2026, emphasizing the need to stabilize the social climate and involve what officials described as the country’s “living forces” in national recovery efforts.
Government officials indicated that further consultations are expected as part of preparations for 2026, with outcomes intended to inform upcoming policy planning and administrative actions, though no formal timetable was released.
