Mexican president says U.S. provided written assurances, describes Toluca activity as logistical amid heightened scrutiny over bilateral security coordination.

Mexican President Claudia Sheinbaum moved Monday to reassure the public and lawmakers following reports of recent U.S. military-linked activity that sparked concerns over sovereignty and coordination between the two countries.
Sheinbaum said her administration obtained written assurances from the United States and characterized the activity at Toluca as a logistical operation rather than a military deployment. According to the president, a U.S. aircraft landed to transport Mexican public servants to the United States for training, stressing that the movement was coordinated and non-combative.
The clarification followed renewed U.S. rhetoric calling for stronger action against drug cartels. Mexican officials initially indicated they had received no prior notification of the activity, prompting Senator Clemente Castañeda to call for formal explanations in the Senate. Under Mexican law, the legislature must approve the presence of foreign troops on national territory.
On Friday, the U.S. Federal Aviation Administration advised aircraft operators to exercise caution due to military activities. Mexican authorities later confirmed they had received precise U.S. coordinates related to the operation and that the country’s security cabinet verified compliance with established protocols.
Both governments reiterated their intention to continue collaborating on security matters, including countering organized crime, fentanyl trafficking, and the illicit flow of weapons. Mexican officials emphasized, however, that cooperation would not extend to any actions perceived as violations of national sovereignty.
The episode comes amid heightened sensitivity in bilateral relations. While security cooperation remains a shared priority, officials on both sides acknowledged that miscommunication or unilateral actions could strain ties. Sheinbaum spoke with officials from the Trump administration last week as both governments exchanged information and prepared for upcoming security talks.
