The United States and Venezuela have reached an agreement allowing the export of up to $2 billion worth of Venezuelan crude oil to U.S. ports, according to statements by U.S. President Donald Trump and reporting confirmed by multiple international media outlets.

The deal represents a significant shift in U.S.–Venezuela energy relations and could alter global oil flows by redirecting Venezuelan shipments that have largely been sent to China in recent years. Analysts say the move may also ease operational pressure on Venezuela’s heavily sanctioned oil sector while increasing supply for U.S. refiners.

Under the agreement, between 30 million and 50 million barrels of Venezuelan crude oil are expected to be shipped to the United States. President Trump stated that the oil will be sold at market prices and that proceeds from the sales will be controlled by the U.S. government, with the stated goal of ensuring the funds are used to benefit both Venezuelan citizens and U.S. interests.

U.S. Energy Secretary Chris Wright has been directed to oversee implementation of the plan, which includes moving oil currently stored on vessels and delivering it directly to U.S. unloading docks. The arrangement reportedly involves interim Venezuelan authorities recognized by Washington.

Market reaction to the announcement was swift, with oil prices declining as traders priced in the potential increase in supply. U.S. Gulf Coast refiners, many of which are configured to process heavy crude similar to Venezuelan grades, are expected to benefit from the additional volumes.

The agreement comes amid broader geopolitical realignments involving Venezuela, China, and the United States. Venezuela has relied heavily on Chinese buyers due to Western sanctions, and any sustained redirection of exports could have longer-term implications for global energy trade and diplomatic relations.

While Venezuelan officials have not released detailed public statements on the agreement, international observers view the deal as one of the most consequential shifts in U.S.–Venezuela oil policy in years.
