UN rights chief says Palestinians face systematic discrimination, segregation, and suppression of fundamental rights

The United Nations has accused Israel of enforcing an apartheid system in the occupied West Bank, citing what it describes as entrenched discrimination, segregation, and systematic suppression of Palestinian rights under Israeli laws and policies.
In a detailed report released by the Office of the United Nations High Commissioner for Human Rights, UN rights chief Volker Türk stated that Palestinians living in the West Bank are subjected to unequal treatment in nearly every aspect of daily life. According to the report, Israeli authorities operate parallel legal and administrative systems—one for Israeli settlers and another for Palestinians—resulting in deep structural inequality.
The report argues that these policies amount to racial discrimination prohibited under international law and meet the legal definition of apartheid, a crime outlawed by international conventions. It highlights restrictions on freedom of movement, access to land and natural resources, housing, education, healthcare, and political participation for Palestinians living under occupation.
Volker Türk emphasized that the suppression of rights is not incidental but systematic, driven by laws and practices that prioritize Israeli settlers while marginalizing Palestinians. He warned that the situation has deteriorated significantly in recent years, particularly amid expanding settlements and increased military enforcement across the territory.
The UN document also condemns escalating settler violence against Palestinians and criticizes what it describes as a persistent climate of impunity for unlawful killings and abuses. It calls on Israeli authorities to repeal discriminatory legislation, dismantle policies that entrench segregation, and ensure accountability for violations of international humanitarian and human rights law.
Israel has rejected the findings, dismissing the report as politically motivated and arguing that its policies are driven by security concerns. Israeli officials maintain that comparisons to apartheid are inaccurate and inflammatory.
The accusation marks one of the strongest statements ever issued by the UN human rights system regarding Israeli governance in the occupied Palestinian territories. While previous UN experts and international human rights organizations have used similar language, the report underscores growing international concern over the long-term consequences of the occupation and the absence of meaningful political progress.
